Questions and Answers about the Mental Health Trust Fund Application:

Question: If my agency wishes to request MHTF's funds for more than one project, should we combine them into one or submit separate applications?

Answer: If the projects are completely unrelated in nature, please submit separate applications. If the projects are related and cannot be easily separated, combine the requests into one application but be sure to break out the budget information/ amount of funds requested for each project.

Question: What type of references are you seeking for the MHTF application? (references for overall agency or specific to the program we are applying for?)

Answer: General references for your agency as a whole are fine, but if you have references that can speak directly to the type of program for which you are applying for funds, please include those if possible.

Q:  Are the non UCR funds being offered or made available for this program for the FY 2008? 
A:  Yes, the $50,000 non-UCR adolescent SA funds are for this fiscal year and would need to be spent by June 30, 2008. 

Q:  Will the provider have to rely solely on Medicaid and IPRS earnings in FY 2008?
A:  The provider would need to bill Medicaid and IPRS to sustain this program.  In FY 2008 there is $24,759 in UCR/IPRS adolescent substance abuse funds.  Adolescents who have co-occurring SA and mental health disorders can also draw upon mental health IPRS dollars.


Q:  Is there a cap on IPRS earnings for FY 2008?
A:  See above. 

Q:  I understand that the application is for services in Orange County only .  Is there any current need or future need for a private provider to provide adolescent outpatient services in Person and Chatham counties?  Would it be advantageous for an applicant to address this in the current RFA?

A:  Future need.  Our hope is to develop a financially sustainable and sound clinical model in Orange county which has the highest population and then to develop a modified IOP for adolescents in our more rural counties where transportation and geography pose additional challenges.  If a provider has the capacity to expand to Chatham and Person counties in future years, it would be advantageous to highlight this in the application.
