Consumer and Family Advisory Committee

CFAC
Mandated as an integral part of Mental Health Reform in North Carolina, every region in the state has created a CFAC for the purpose of giving consumers and families a formal structure through which they can monitor system progress and advocate for needed changes. The group is comprised entirely of consumers of mental health, substance abuse, or developmental disability services and their family members. OPC's CFAC was begun in January, 2002 and has from the start been an independent group, self organized, and active in OPC's reform planning. Since 2006 CFAC has been charged with the following duties:

  • Review, comment on, and monitor implementation of the Local Business Plan (LBP).
  • Identify service gaps and under-served populations.
  • Make recommendations regarding the array of services, and monitor development of additional services.
  • Review/comment on OPC’s budget.
  • Participate in all QI measures and performance indicators.
  • Submit recommendations to State CFAC regarding improvements to service delivery.

The CFAC meets on the third Thursday of every month, from 6:00 - 8:00 P.M. at the administrative offices of OPC in Chapel Hill. CFAC has developed by-laws, elected officers, and developed their own operating budget.
